Above all else it's a shortened version of a rhetorical question we all know the answer to. The answer to Who Dat is everyone and they mama because the Saints have lost to everyone in the league so literally the answer is everybody. Just a stupid ass chant for arguably one of the worst franchises in NFL history.

Rise Up = Was made because the New Orleans Georgia Dome was quiet while the Falc*nts played.
InBrotherhood = Weird Bromance of the team that completed the biggest choke job in sports history.
Embrace the Suck = Honoring their pathetic franchise history.

Just a pathetic all round for franchise who amount to nothing in their 50+ year history, but losers like @AVXL thinks their team is relevant.
