The court of owls would fit perfectly with tone of Matt Reeves’s Batman
Maybe it's just me but I wouldn't mind seeing someone new: Promethus, Hush, Royal Flush Gang, Firefly, Hugo Strange, Maxie Zeus, Calendar Man, Decon Blackfire, etc... somebody other than the usual suspects always used.

Most of them would only work as secondary villains, and Calendar Man would be too similar to Riddle, Hush and The Court I feel would work better in a third movie, specially court, they need to be in the shadows in movie 2, influencing shyt, kind of like Specter in the Bond movies.

Clay face as an actor with slight shape shifting abilities that’s more of a terrorist in this universe trying to get back at the world over his accident. Less crazy “clay powers” since reeves world is more realistic. And they can have Barry Keegan joker just running around causing havoc on the side after he escapes Arkham. Setting him up to be the main villain of the 3rd along with a fully developed boss penguin.
Give me Clayface with continued hints at the Court of Owls in the background. Introduce Harvey Dent, give him a spin off so we can see him navigate the legal/cop side of Gotham ending with him going full Two Face. Have the third deal with Two Face, Court of Owls and maybe someone else.
For this I'm fine with the Joker playing the background just stirring shyt up, he doesn't need to be a full villain. There's still talk of an Arkham series so maybe he gets more shine in that.

How do you ground Clay face? Lol I know they mentioned wanted to do a clayface horror too?
Just make him Basil Karlo, an actor that snapped after losing a role and would wear a movie costume to kill people.
Early on there were rumors of Reeves wanting to use him in the sequel. Mike Flanagan pitched a Clayface horror movie to Gunn that would be outside of Reeves universe.
