So I have a theory based on recent experiences now mind you I am only talking about Federal Goverment work. I have reason to believe that a series of select Senior Executive Services personnel and GS-15s centered around the D.C. area are who run the government.
(Of course within this group you have various fraternities/organizations to include even select black groups)
They are the ones who stay in position after Presidential parties, have influence, have authority, and most importantly have access to and control information.
These people are generally not going to be talked about and they also aren’t usually the appointed head of the organization but rather a senior staffer or division level director.
Also pay attention to folks appointed to special programs. I have some additional theories on the training that people take that shows you how they got these roles. Lean six sigma and all of that.
