I would say Anakin. He was supposed to be the Chosen One but ended up killing his fellow Jedi.

The people of King's Landing didn't know Dany and didn't see her as a savior. She was a foreign invader as far as they were concerned.

Dany's made little to no sense in the grand scheme of things. Anakin was at least manipulated by Palpatine and did it because he thought he had too. Dany was just psychotic and the result of poor writing.
