I don't think there is one DEFINITIVE first trap beat. The groundwork was being laid in Houston/Port Arthur by Pimp-C, in Atlanta by Big Oomp records/Toomp/Tip/Pastor Tory/crunk era etc, Memphis with get buck music and 3-6's undeniable contributions. Trap would not exist without any of those.

What we know as trap would probably be Shawty Redd, of course if you want to take the broadest definition of it it'll be one the dudes mentioned above. However it might be due to technology that made Shawty Redd's boom so much harder than for example 3 6's did.
