Russo is the winner just because he made WCW a total joke with the nonstop turns, worked shoots, endless title changes, swerves just for the sake of swerving, storylines on Nitro not matching up with Thunder.

Watts was bad with the no top rope moves rule and removing the mats on the outside of the ring.

Watts was actually dope for the most part. The in ring product and booking was actually mostly good. Some of WCW's best ever stuff. He was just a little bit stuck in his old wrasslin ways. But Starrcade 92 was flames.

Herd was real bad but i'm not even sure he was booking that much of it. He overseen a lot of garbage though and was clearly completely out of his element.

But Russo is the worst. The company was on the decline before he showed up but it was still salvageable. He put the final nail in their coffin with his booking.

Yeah my understanding of Herd was that he wasn't a booker at all, just a "wrestling executive" who appointed a booking committee but kept interfering with what they were doing with a bunch of his own terrible ideas.

If that interference counts as booking, then he's probably the worst because I don't think any of his ideas were good. He didn't know anything about pro wrestling.

Russo truly sucked in WCW though so it's a tough call.

WCW under Russo is a goldmine of unintentional comedy. I watched that company until the day it ended and I still in 2020 stumble over Russo fukkery that I didn’t remember happening because it was so abundant

you coulda taken anyone from prime WWE or WCW’s 1998 roster and none of them would’ve drawn in that Jim Herd era.

there’s a reason WWE started with 1992 when it started uploading WCW Saturday nights and why the years 1990 and 1991 are slim pickings on the network

That period from November 99 to January 2000 in WCW is WOAT level stuff so Russo takes it.

Watts would be second. IIRC the production values looked worse once he took over. He also banned top rope moves which was stupid.
Russo got briefly put on the shelf along with his boy Ed Ferrara in 2000 before he was brought back to co-write with Bischoff at the end. During the period inbetween Sullivan was booking and it was terrible. That was during the time Sid was champ.

That move also cost them Benoit, Guerrero, Malenko and Saturn cause they hated Sullivan and immediately quit when he became head booker.
