They both have a lot of talent though. Only thing wrong with the two is that they're in a world where others are OP and "special" as fukk rendering them useless.
Put Krillin and Rock Lee in some DC or Marvel settings they'd be B level or maybe even A level heroes.

Relative to their respective Universe the answer is Rock Lee, actually it's a shame the homie didn't get more shine, dude only knew how to fist fight and came this close to beating guys like Sasuke and Gaara.

They're C or D tier characters in their series. I likes Rukia and Renji in Bleach but when shyt hit the fan maybe Rukia post Bankai could actually do something because her Bankai was amazing but but Renji was a jobber and drop her Bankai and she's trash.
