difference no one in the Midwest or south decided to up and create a GD and VL set. Those organization follow literal bylaws and when they expanded everyone followed the same thing. Chicago gangs in the Midwest outside of Chicago are even more organized. And if I remember correctly the more organized gangs in Chicago(not those rowdy teens) like the Vice Lords have contacts with Vice Lords outside Chitown.

Bloods and Crips are just franchises like Mcdonalds. You can start your own Blood/Crip franchise anywhere.
