It's a facade, since the common white woman of today is not as lauded and rewarded for simply being, like they were back in the roaring 20's where the men expected them to be nothing more than objects to be sought after for obvious reasons, weren't allowed to work and were given bullshyt social statues like "Socalite" and "Debutante" to help them cope with the fact that they were unemployed, alcoholic and vice riddled layabouts that were allowed to be such as long as they opened and closed various parts of their anatomy when instructed to.
Constantly laughing is a vestigial trait of this once prevalent status, since it gives off the notion that they are fine and happy when in actuality, they are either depressed, insecure, emotionally abused and jealous that most societies don't allow for this to be a thing unless they were born into wealth or had to whore themselves towards it.

As someone who has spent a lot of time around white people, and used to have a lot of white friends, I will tell you they are very fake, and know how to manipulate people into getting what they want.
They have a lot of dysfunction in their families too. Almost every white person I’ve met has been in some kind of therapy. So what they are showing on the outside, is not what’s happening on the inside. And white families tend to discourage real dialog, and think by not talking about something, it goes away, and they are not encouraged to show disappointment. Those women feel like they have to appear a certain way in order to be accepted. Again, most of them are in therapy, because they don’t discuss things with each other.
And yes, they do enjoy telling strangers all their business. I’ve had countless white women tell me personal stuff while waiting in lobbies, and and waiting rooms. I’m sitting there like,
