The same incentive there always is: the fact that some other team would offer more. If there was no cap, instead of worrying about the 4 or 5 teams with cap space, you'd have to worry about 29 other teams possibly outbidding you.

Even in the "golden age" of the 80s you had bad teams and only like 5 teams with legit chances to win titles.
It is easy when you are under the cap. It's only complicated when you are over the cap. Gotta have a cap in order to keep shyt from getting completely out of control.want the Lakers with CP3, Kobe, Bron, Dirk, Bynum and a payroll of $150 mil taking on the Knicks with Deron, Wade, Durant, Bosh, Howard with their own $150 mil payroll every year? You gotta make teams at least have to put some work into it. I am all for "superteams" but even those teams are limited by the cap and that is necessary in basketball.
