Why does YouTube sometimes allow titties and sometimes it doesn't?

I was on Reddit and stumbled onto a subreddit called "YouTubeTitties", guys there provide time stamps and links to these appearances of titties on YouTube.

I'm just curious. Tech bros, is it just that the algorithm doesn't pick it up?
