the song was going at the idea of "New Wave" being adopted by the labels as a cleaner friendlier genre of punk if i recall

Right but The Clash covered it and it was popular around the same time this came out.

The song is about labels producing images, just like what happened with The Clash, and used money to make them blow up and be popular.
