Why is it the Russians can develop super advanced weapons like America and nothing else?

They say two heads are better than one. Everyone in Russia is white or some form of white. They can’t advance in the other areas we have because they just don’t have the source. Yes. I do mean source. The seed. A necessary ingredient. The essential prerequisite.
For instance, America dominates in Music because of the many different cultures and races we have here.
Also, America has always been the place to migrate to for the last 200 years.
Scottish. Andrew Carnegie.
Croatian. Nikola Tesla.
Italian. Guglielmo Marconi.
Russia never had that kinda allure and as such could never compete with the US and other culturally similar countries.

State-driven production and nationalization of industry allowed incredible leaps in technology and infrastructure - vastly better than the U.S. (who effectively had a 100-year head start).
Even when the USSR collapsed and Western countries pumped crony capitalism into many of the surrounding countries the mode of production there for technology remained.
