If memory serves me correct wasn't Rock turning into a face or a face around Fall 98? Then SS98 they turned him.

Have Rome as champ and then have Seth return, beat him due to the Authority turning on RR and Seth rejoins the Authority. Have him off cam for 2-3 months while the Authority causes destruction then he returns.

Reigns is going to be Cena 2.0. Turning him heel wouldn't work because they won't have any other top faces. Ambrose is the next most over face but WWE doesn't deem him worthy of being the top guy.

Turning him heel for the short term ensures he becomes a bigger face in the long term, he needs to develop character wise and being a heel is the best to do so

I'm use to him getting mixed reactions. But with the way things are going things can change.

Rock was red hot when the Monday Night Wars were going..they took chances back then but it all made sense despite his popularity. The whole attitude fans had with his original push was dredged back up and he incorporated it into his push from that point forward. Roman is trying to win fans over by staying moral and not selling out. The opposite apparently.

Roman isn't the most over anything..Nashville was a great crowd but what will happen when Bryan and Cesaro are back? He faced Cesaro in the south and didn't get murdered but that won't last.
