They shoot first because they can. Let it be a clouted dude or someone they know knows how to shoot and they act accordingly.

If a cop is really scared standard Felony Stop procedures work great.

Felony stop procedures are hands on your head get on the ground face down. Hard to get the drop on someone that you can't see.
