Rhodes got lots of potential but dude's momentum halted greatly ever since he lost the mask and the deranged gimmick.
Vince must have found out he was wifed up to a sister 
He lost his mask, was given a bland gimmick, went into a feud with Booker T, then the Big Show, and then had to drop his belt to Captain
. The only momentum he has at this point is based off the solid work he was doing previously. He's supposed to be next in line to go after Punk, but I'll believe when I see it.
