Why would Drake make Top Boy Chicago instead of Top Boy Toronto?

If you haven't watched the BBC series Top Boy, i recommend you check it out. The show got discontinued and Drake apparently wants to make a Chicago version of it. I don't get it. He is always talking about the "6" ...why can't he make one in his "own backyard"? Caribbean culture is as major in Toronto as it is in the UK and would be a great thing to showcase.
