NYC wasn't exactly the most dangerous city in the world when this song came out either. It hasn't been a ruff and tumble city for over a decade, It's been a so called safe city for a while, but what does that mean really? north east Brooklyn is still the kill zone. The idea that all of sudden no street movements exist & the whole generation is off that tip is a falacy, gangsta rap dominates the hood, the loser street kids hoping to be the next 50 are out there, they're just not getting shine or good enough.
Now to answer the OP i think it's possible for sure, as like i said the rappers are out there but right now the cultural climate in hiphop is in a different pace. Sh!t works in circles & i'd say it's more than likely to happen than not
