He's up there for sure, but I don't know if I'd put him past Mel Blanc, Frank Welker, Paul Frees, or Corey Burton.
That's my Mount Rushmore of voice actors.
EDIT - Wakamoto did that scream as Cell (seen in the video above) in one take...which is
when you think about it. My voice would've given out after 10 seconds.

Those guys you mention are legends, but how many of them (with the exception of Hamill's Joker) actually get imitated by other voice actors.
