I'm not knowledgeable about the internal jargon inside both systems. But off the top of my head I can say that we will definitely be able to one day.

Will never happen, Live shyts on PSN, Microsoft would never merge their Internet services with them.
I would definitely like to see it happen. PC players have been able to play with other PC players regardless of hardware and internet connection differences for years. You even have console players playing with PC players now.

Microsoft and Sony don't want cross-platform play. They want you to cop their console to play with your friends.

cross-platform play is not hard. Expect to see more cross play with consoles and PC's in the future, but don't expect and X-box/PS cross play, well ever

If Capcom is doing it for SFV with PC and PS4 ... it can eventually be done but its not profitable for either party (console marker or game maker)

Companies like EA should offer this service and charge users for it, console companies could get a cut from it

Are a few that come to mind. I know there are a bunch more if I take the time to google them.
Also, there's a lot of talk about cross platform play between XB1 and PC once the Windows 10 update on XB1 completely rolls out. I haven't looked into it much though. The point is, its been, and continues to be done. The question is why Sony and MS don't allow gamers to play against each other regardless of console. The answer has to be because as much as they pretend they don't care about console wars, they understand the intense brand loyalty gamers have, and will continue to capitalize on it so long as it continues to be financially profitable for them. Opening up cross platform play would mean most people would just go with the cheapest console, whereas now, you have fanboys that will get their favorite console regardless of the price, or lack of exclusives.
