Years ago when I worked in retail I turned down a job offer at a tool rental shop that paid $4 more per hour than what I was making at the time...a pretty nice raise.
But the job wouldn't really prepare me for the more corporate type of job I was trying to get.
8 months later I tripled my salary at my current job.
It's not a bragging thing, but you gotta look at what you're ultimately trying to do.
If a job doesn't help you get to that next level, it's not the right job.
If a promotion means being away from your family more often and they're super important to you...it's not the right promotion.
"Upgrades" are a matter of context.
