is there a way to actively combat this? so many of the things expounded upon in that letter are wide-encompassing problems.

Take any racial/ethnic group in the world( IN THE WORLD):
Enslave them,
Take them to foreign soil where they are a minority
Humiliate their men
Rape their women
Have them build the infranstructure of the country without paying them a dime
Note: Pstchological ploy,- Divide and conquer. Convince them that their quality as human beings is determined by complexion, the closer they are to YOUR OWN complexion the better they are as human being. Keep the ones that least resemble you (complexion wise) in the field and ones that most in the house. Allow the resentment to foster
Wait a few Hundred years and outlaw slavery. Then allow the majority group to continue to harass and torture them for years, allow them access to only substandard facilities, and treat them as second class citizens for hundreds of years.
Psychological ploy: Differentiate between the good and bad. The good ones are the hardworkers, they are a small minority. The rest of them are criminals and lazy, only being held back by their own lack of ambition
Destroy any political groups they attempt to build and label them terrorists and militants.
Wait a few decades, now start allowing them in to your institutions. Tell them the past doesn't matter, they are NEW after all. They don't have to face the same trials and tribulations that their ancestors face. Ignore how much history has affected them as a group.
