This type of behavior happens a lot more often than you think. It just doesn't make it to the headlines or TV news. Why? Other more violent crimes or car accidents were more interesting to report on. Usually it's white dudes jacking of at a Target, in the county I worked in.

Anyway, the court can't ban him from all libraries in the world. They don't have the jurisdiction. So, he could go to Canada and tug his nuts. However, if he does it again in Wisconsin, he's probably going to get jammed up.
