first of I dont agree with this and would rather they over spent with US workers but the truth is US firms might have matched the amount initially but then would have gone over it like they always do plus they would have taken longer than they estimated
dont know how it is in other places but here in Philly companies with union workers which handle major jobs like these dont suffer any repercussions for taking longer to do the job other than padding their wallets
