It means if you are a Christian, you should not pursue a serious relationship with a future spouse who is not Christian. So men, don't look for un-Christian women, and if you are woman, don't look for an un-Christian man.
You can if you want to because you have chemistry, or you were married or dating before you became a Christian. It's not a sin to do so. But, you want to avoid problems if you are already single.

Because one or the other doesn't put God first. Sometimes Christians fail at keeping God first.
So, you might have the husband who puts himself, money, or whatever first before God. That marriage is going to go downhill.
You might have the wife who puts herself, money, or whatever first before God. Same thing. That marriage is going to go downhill.
