Sure but immigrant communities that fail to integrate towards a system or have no trust are the ones that do it and get away with it. These poor people are also mis informed by their most trusted their own. To some of these mothers falsely enrolling their children for some bread probably didn't even think we were doing anything wrong. They were sold welfare as a dream. Somali nikkas need to get their act together and stop chewing khat. They need to leave their Islamic culture and gossiping back to the village.
