It's so simple, that I'm sure they won't do it.
All they have to do is feed him to Cena.
I know, I know, Cena "buries" people, but he wouldn't bury Roman in this scenario.
You let Roman be the voice of the fans who are tired of Cena.
No, you don't have to turn him heel. You make him a "tweener".
In this scenario, Reigns and Cena are teamed against Seth Rollins & say. . . Big Show or Kane or something in a Raw match.
You have Roman handling business doing all of the work, then have Cena come in and do his "5 or 6 moves of doom" taking all the glory away from Roman.
Now, Roman is looking incredulous, which is one of the things he does really well, with that "Man, you gotta be kidding me" look that he does and he doesn't give Cena dap after finishing off Rollins/Show/Kane or whatever.
You have him cut a promo on Cena about how he's tired of Cena always having to steal the spotlight and hog all the glory and tell him that the fans are tired of him too.
The fans AUTOMATICALLY are on Reigns' side because all of their hatred of Reigns comes from the fact that they hate John Cena and don't want Reigns to be Cena 2.0. Once it's apparent that Reigns despises how Cena does shyt, the fans automatically are marking out because finally somebody's telling Cena the truth about how much of an a$$hole he is.
This becomes a good feud, with neither guy really "good" or "bad", but this becomes all about Reigns trying to push Cena out the game and voicing "smark" frustrations to Cena.
This is even a situation where feeding Roman TO Cena might even help Roman because fans know everything's predetermined and they'd look at it as Cena holding another young wrestler down with backstage politics to "make him look strong"
Reigns automatically becomes a face by virtue of being against Cena and losing, but he's not a heel because he's not out taking our Daniel Bryan or somebody, he just hates Cena, which most others do too.
He becomes a sympathetic figure by this point and I think the fans would be more willing to accept him taking out Seth at say . . . Summerslam. Then as soon as Roman wins at Summerslam have him call out Cena again as the Heavyweight Champ and have him FINALLY go over CLEAN on Cena, vanquishing Cena back down to the mid-card.

I remember both Cena and Roman being in a Fatal 4 Way match for the title and for some of the hype they were trolling by having Roman say "Yall know Cena sucks right?" and the crowd was like
