Them cats had no business succeeding together. Half of them started off as terrorists and the actual star fleet folks were incompetent as hell. Harry Kim didn’t get a promotion in 7 years.
Biggest complaint I hear is the lack of character Arc. Characters for the most part don't change much through the whole series, except 7of9 basically

Yea, one week the whole Enterprise is falling apart the next it's back to normal. And how many times did the damn holodeck go haywire.

Not a whole lot of Arc in the characters at all honestly

Data, Worf, Picard, and Troi all had good to solid character arcs. Data finds his humanity, Worf comes to terms with his Klingon history, Picard deals with borg related PTSD and comes to term with the fact he’s not a perfect starfleet officer. Troi becomes more than what she can do for others and in the end is the biggest playa on the show.

I mean all that era’s shows suffer compared to DS9 in character growth

I would say worf and picard had arcs. Everyone else stayed the same.

I think Data came to terms with the fact he was always “human” based on his actions and that he wasn’t just a robot. Troi went from being a enabler/shrink to choosing between Riker and Worf and being respected by everybody.

Picqrd really doesn't have that much of a Arc tho. He gets assimilated by the Borg, then rescued. That was a 2 part episode. Then the very next episode he returns to earth and grapples with the aftermath. That's just 3 episodes where it's a main part of the story.

AFTER that it's barely mentioned at all, and is not relevant to his Arc at all. He goes back to the same person he was before. That shyt isn't even mentioned in the last 2 seasons

Picard is subtle but it is there. He gets better around kids and he continues playing the flute after the inner light. Then at the very end he becomes friends with his top officer's. I dont know if you count that though.
