Call me stupid but wouldn't it be up to the African countries to decide if they allow elephants to be hunted?

it is, it's completely up to them. but they're giving a$$holes like trump's son licenses to come kill them, and help them load them onto planes back to america. all they have to say is "no, you cannot do this anymore" and trump's order doesnt matter one way or the other
