There's not one politician that's interested in preserving the United States as a whole. Neither Democrat or Republican. Russia can probably get away with vaporizing 10 blocks of Ukraine with a single tactical nuke and not start a nuclear war. But it would dramatically escalate things and likely get all of NATO involved. It would guarantee that most ( if not all) of their forward operating airbases would be destroyed.

That’s when the real danger of escalation comes. By the playbook. One nuke is not responded to with another nuke. But a desperate volley of big war head nukes is responded to with a volley of big warheads.
