Paul Orndorff.
I remember someone questioning whether he deserved the HOF spot... a lot of people don't realize he was one of Hogan's top rivals and one of the guys that helped Hogan draw in the 80s. Cause even tho' Hogan was mega-popular, you still needed that hot heel for him to feud with. And TWICE, Orndorff was used- first along with Piper for the first Mania, and again on his own for the whole second half of '86. Not Volkoff, not Sheik, not Studd, not Muraco, not Kamala, not Terry Funk, not Bundy (even tho' he did get the Mania II main event), not even Savage... '85 and '86 were either Piper or Orndorff as the top heels to face Hogan.
