The $35 million cap limit is only for your starting 5, no bench players are necessary. The player salaries are based in this year's ('12-13) current salaries which can be found here:

Curious to see some of the different team combinations

Players like Stephen Curry that signed extensions ($9,887,942) have that salary number used.
No players on their rookie deals (e.g. Paul George - $2,574,120) can't be used
