The news copters have a police liasion dispatchers that they are in continual contact with when something happens.
It benifets the police to keep the copters on them so the copters can snitch back to police on the ground.

Soon as they don't need them or they want to do some crooked shyt the dispatcher will have the news copters pull back so there is no footage.
