I was glad they stuck with this design for The Justice League cartoons.
lex and two face were black.
Only because of seeing the Superman movies and Lois & Clark show a kid, I always knew he was supposed to be white so I didn't think of him as black when the JL Cartoon dropped.

As a kid I was confused AF watching the Superman cartoon. I was like why is Luthor black but in the comics he was white and the Reeves Superman movie he was white.

It's an old character, going completely bald was the one of the most horrifying things that a white man could experience back in that time.
As an arch-nemesis of a major Superhero, he never really generated the same type of excitement as characters like the Joker, Magneto & Kingpin. That's why they keep trying to revamp him to give him more edge.
