I don't see how any bill would help a celebrity or public figure given an "All Persons Ficticious" disclaimer at the beginning of the video makes it nearly impossible to prove the video is of you. The bill might help a woman whose co-worker or ex-boyfriend creates deep fakes of them, since the two people have actually met and thus easier to hypothesize a motive.
