My only gripe is that the money owed to the family should come from the police in some form. Whether from their pensions, unions, or maybe they should be forced to pay monthly for insurance for these type instances. Taxpayers should not have to foot the bill.

AGREED but police unions would fight tooth and nail to not have laws like that pass in any jurisdiction nationwide... There's only one place that has a law like that...
