I think you're mixing talent with rapper. The biggest part of being a great rapper is the material you put out.Not in this case, I completely agree if we're talking about who's the best all round artist, but this is basically in a sense..if we put them both on a beat and let them rap to the best of their ability for 3 minutes straight, who do you think is most likely to have the best verse.
Royce and it's not even close Banks has just had more success on a mainstream level
Banks Punchlines are nowhere near as nice as Royce's plus Royce has all sorts of crazy flow patterns and word play then you have A grade story telling like Part of me and Tabernacle.
Royce has a nicer delivery too Banks sounds all raspy.
