I think Joker is one of the few perfectly crafted villains because he is absolutely perfect as a foil to Batman and allows writers to explore so many aspects of Batman through his interactions with the Joker.

I mean, you got the personification of chaos butting heads with someone who's psychosis stems from a lack of control over his life.

It's genius.
