Gordon explained during his little inquiry thing that after the situation with Penguin and Galavan was over that he skipped town to find/protect Lee.

That outburst from Nygma made Bullock lean back though.

That was just some random guy that Victor defrosted.

They put Victor over there with the crazy attention seekers so I doubt any of the shytty GCPD cops were paying attention to him at all.
