Its not just negan they're afraid of, he has a whole community of killers that he leads. In tough times, people gravitate to "strong" and charismatic leaders who can offer them a sense of purpose and some stability. Unfortunately many of these leaders are sociopaths and do not wish to let that power weaken, so the "cost" of being affiliated with that leader escalates and conflicts are initiated to keep the group in a constant state of war and turmoil to keep them dependent on that leader. Look at any destabilized 3rd world country and you'll see this.

Rick and his crew represent a more modern democratic system of governance. His group is willing to fight if necessary, but ultimately want peace. Rick wouldn't sacrifice his people like negan. Negans willingness to use his people as pawns makes him dangerous, so they have to bide time in order to find a weakness to exploit.

Think the goal will always be survival form most people. If you make it that long and that far. I cant see you just giving up and basically committing suicide because you can't get your way.
