What's the context of this speech. Is he trying to build moon prisons? Hasn't crime rates ultimately decreased......why not just legaliaze MJ and reap the tax money from that as opposed to buliding infrastructues that sucks up tax money.

He sounds like he was treated to a weekend resort stay in Aruba, and promosed more if just talked about more prison building. Unless, they trying round up illegal immigrants as the new play.
