The Knicks have to spend a certain amount of their cap or it gets divided by the current players.

They could be possibly signing trade assets to move for other parts down the line

And probably prevent getting blackballed lottery odds if they don't stop blatantly tanking completely. Just only semi-tanking is acceptable by Silver.
