I don't think anyone that's saying there is some efficacy in "risk assessment" is absolving the perpetrators of their role in the crime. I was always told you only have control over your actions, so until we can get to a point where rape or w/e other crime is no longer a real threat (or less of one), we need to practice some self preservation via using our better judgment.No, but we can make it much less of a problem by addressing it directly, rather than peripherally or passive aggressively through victim blaming.

Telling people 'dont get raped/assaulted/mudered' is not addressing the root cause of the problem, and no problem is solved without its root being addressed.
For whatever reason there is a vocal contingent of men that adamantly refuses to confront/assign blame to/discuss male perpetuators of crime directly. There always has to be some justification. 'She shouldnt have been outside' 'The white man made him violent' 'If she had given him the p*ssy he wouldnt have to have done what he did' 'Im not saying its right but I agree with his reasoning' Etc etc

I agree w/ those statements. It's not victim blaming imo. For example, a rapist will be a rapist regardless of how you dress, how late you're out, how drunk you are, etc (most of the time rape is about power rather than aesthetics anyway). but we'd be fools to think that there aren't some practices we can engage in to lessen the likelihood of it happening.

We can understand rape... if we choose to. Once we understand it, we can work to minimize it way better than through telling women to not be anywhere men are.There will always be sociopathic people out there regardless of gender.
