Most libraries let you sign on as a guest .... and I thought that guest usage didn't require any ID submittal or signing a registry.

In Brooklyn, when I was younger, you use to give your name to the librarian, your name went on a list, and every 30 minutes the next rotation of computer users came on. Sometime around 01 or 02, I think (it's been a long time now), new library cards came out and you could NOT use the internet computers without a card. Period. All that was automated, and obviously logged. NYPL system, same thing.
Hell, even in college, at the computer labs you had to hand your id over at the front desk so that they could "log you in".

I hear you. That's NYC. It's damn near a police state up there.

I think it varies, although it might not jibe with the letter of the law or policy ... I've been in rural towns where they didn't care. If anything, I think it was revealing your name and it was recorded, but no photo ID was checked.
