It's because he's caused most of the bodies. They definitely have more dirt on him than he has on them PLUS the NFL brass has actual proof the NFL brand is undefeatable. Ray Rice. Ray Lewis. Kaep. Concussions. shytty QBs. shytty Owners. And through it all people keep watching.
I wouldn't be surprised if there is a clause that allows owners to remove other owners and billionaires would still go after buying a franchise. The NFL is bulletproof.
