It's some Hip-Hop shyt. As youngsters we always thought this was the thing to do, whether you're beatboxing, drumming/beating on a table or whatever, you always crank it up like this first. It's mental, on a metaphorical tip to insinuate that it's about to pop off. Sort of like in the cartoons, particularly Scooby Doo how they run in place for a few steps before taking off, or like how you rev up a car and the wheels spin before you take off.
