Is it the fact that Russians did it that is the issue or is propaganda period the problem? or to ask another way, would you consider it such a big issue if American sources were posting the propaganda?

russians doing it is the bigger problem because a hostile adversary's agenda is to see america fail. the koch brothers for example pushing propaganda would be about shaping america in a more libertarian way, not to see america fail. same for the mercer family and whatever their agenda is.

Investigators at Facebook discovered the Russian ads in recent weeks, the company has said, after months of trying in vain to trace disinformation efforts back to Russia. The company has said it had identified at least $100,000 in ads purchased through 470 phony Facebook pages and accounts. Facebook has said this spending represented a tiny fraction of the political advertising on the platform for the 2016 campaign.

$100,000? The Clinton+Trump campaigns have spent together over $200,000,000 on their campaigns... millions on FB itself...
The Russians must be absolute geniuses and light years ahead of everybody else when it comes to effective political ads to have tipped the scales or made a meaningful impact having only spent around $100,000
