Surfer would win....if he wants to. He's a pacifist like superman so he's not gonna go as hard as he can even if they do fight. So Thor has that advantage. Plus even surfer has said thors magic hammer is stronger than his cosmic power. I think if surfer is bloodlust tho he can damn near beat anyone
