I grew up in Miami using that word. Mostly as a synonym for popular or being accepted by the right, prosperous social circles.

Ex: Tee got clout in this hood.

its basically the same way the word "swag" was used 5-6 years ago.
swagger wasnt commonly used in regular speech like that
everything runs in cycles. they'll be another word to replace clout in due time.
