While all of this is true, I would like to clarify just how easy it is to walk around the strip here. Like, no one is really out to stop you, because they don't know who you are. There are a lot of workers and almost famous/important/rich people. Unless you are straight up talking about killing people and running around, almost no one is going to bat an eye. Also, dude was gambling. It's very unlikely that anyone would be suspicious or question him. This city is geared towards gamblers/players.

He really was not doing anything out of the ordinary, on the surface.

I would say the strip is so wild anyway, a dude bringing extra bags in is the least thing out of the ordinary.
